The Woolf Reforms are named after Lord Woolf who was given the task of changing the civil law system in England & Wales. As a result of Lord Woolf's recommendations the government has introduced new rules for the County Court and High Court known as the Civil Procedure Rules. These rules come into force on the 26th April 1999. The new rules aim to simplify and speed up the process of taking cases through the courts. The rules have been written in plain English making them easier to follow. The emphasis is now on settling a case before it goes to court. The new rules introduce the following: Strict timetables. Pre-action protocols - guidelines on the steps to be taken before starting a court action. Alternative Dispute Resolution - mediation to settle disputes. Computers and new technology for the courts. Extension of conditional fees to cover wider areas of the law.
